Findings of Fact
1. The International Union of Operating Engineers Local 302 filed a representation petition concerning the Radiology Equipment Specialists at the Valley Medical Center. The Public Employment Relations Commission (PERC) determined the petition was timely filed and accompanied by a sufficient showing of interest. No other organization claimed to represent the employees involved.
2. The existing bargaining unit represented by the International Union of Operating Engineers Local 302 is described as follows:
All full-time, regular part-time, and per diem employees employed by Valley Medical Center in the following job classifications: Bio Med Tech I, II, III; Boiler I, II, III (Op Eng); Journey Tech I, II, III (Cabling); Journey Tech I, II, III (Carpenter); Journey Tech I, II, III (Electrical); Journey Tech I, II, III (Electronics);Journey Tech I, II, III (Firestop); Journey Tech I, II, III (General); Journey Tech I, II, III (Graphics); Journey Tech I, II, III (HVAC); Journey Tech I, II, III (Painter); Journey Tech I, II, III (Plumber); Journey Tech I, II, III (Refrigeration); Journey Tech I, II, III (Welder); Maintenance Tech I, II, III; Master Tech (Carpenter); Master Tech I, II, III (Controls); Master Tech I, II, III (Electronics); Master Tech I, II, III (Electrical); Master Tech I, II, III (HVAC); Master Tech I, II, III (Plumber); Shop Lead; Tradesperson I, II, III, IV; Utility Worker I; excluding supervisors, confidential employees, temporary employees, and all other employees.
3. Because the more than 50 percent showing of interest threshold was met, PERC conducted card check proceedings. The employees were given a free choice in the proceedings. The tally of results was provided to the parties. No meritorious election objections were filed.
4. The existing bargaining unit represented by the International Union of Operating Engineers Local 302 shall be modified to include the Radiology Equipment Specialists for a bargaining unit described as follows:
All full-time, regular part-time, and per diem employees employed by Valley Medical Center in the following job classifications: Bio Med Tech I, II, III; Boiler I, II, III (Op Eng); Journey Tech I, II, III (Cabling); Journey Tech I, II, III (Carpenter); Journey Tech I, II, III (Electrical); Journey Tech I, II, III (Electronics);Journey Tech I, II, III (Firestop); Journey Tech I, II, III (General); Journey Tech I, II, III (Graphics); Journey Tech I, II, III (HVAC); Journey Tech I, II, III (Painter); Journey Tech I, II, III (Plumber); Journey Tech I, II, III (Refrigeration); Journey Tech I, II, III (Welder); Maintenance Tech I, II, III; Master Tech (Carpenter); Master Tech I, II, III (Controls); Master Tech I, II, III (Electronics); Master Tech I, II, III (Electrical); Master Tech I, II, III (HVAC); Master Tech I, II, III (Plumber); Radiology Equipment Specialists; Shop Lead; Tradesperson I, II, III, IV; Utility Worker I; excluding supervisors, confidential employees, temporary employees, and all other employees.
Conclusions of Law
1. The unit described in finding of fact 4 is an appropriate unit within the meaning of RCW 41.56.060.
2. Representation proceedings were conducted in accordance with RCW 41.56.095 and chapter 391‑25 WAC.
