On September 3, 2019, the Service Employees International Union Local 925 filed a representation petition with the Public Employment Relations Commission (PERC) involving certain employees of the University of Washington. After an investigation, PERC determined that a card check could be conducted and reserved the eligibility challenges for a subsequent determination. The tally indicated that Service Employees International Union Local 925 was entitled to certification and the eligibility issues did not affect the outcome of the card check. PERC issued an interim certification, University of Washington, Decision 13149 (PECB, 2020), and conducted further proceedings to resolve the eligibility challenges.
After submissions of evidence and declarations, the Executive Director determined that the Engagement Officers should be included in the bargaining unit and Media Relations Officers should be excluded from the bargaining unit. University of Washington, Decision 13149-A (PECB, 2020). The Executive Director’s decision was not appealed.
ORDER
1. This will stand as the final certification in this representation proceeding and the bargaining unit description will be remain defined as follows:
All full-time and regular part-time professional employees of the University of Washington within the Institute for Health Metrics and Evaluation (IHME) excluding employees of the University of Washington within the Client Services Unit organization, Post-Bachelor Fellows, confidential employees, internal auditors, employees covered by chapter 41.76 RCW, employees covered by chapter 41.80 RCW, supervisors, and employees included in any other bargaining unit.
2. The above-captioned matter is CLOSED.
