Representation Election

by Agreement of Parties

 

James M. Cline, Attorney at Law, Cline & Associates, for the petitioner, Association of Adams County Employees.

Patricia Phillips, Clerk of the Board, for the employer, Adams County.

Bill Keenan, Director of Organizing, for the intervenor, Washington State Council of County and City Employees.

                                                            FINDINGS OF FACT

1.                  The Association of Adams County Employees filed with the Public Employment Relations Commission a petition concerning representation of employees of the Adams County.  The petition was timely filed and accompanied by a showing of interest administratively determined by the Commission to be sufficient.

2.                  The Washington State Council of County and City Employees is the incumbent labor organization that represented the petitioned‑for employees and was granted status as intervenor in these proceedings.

3.                  These representation proceedings were conducted under the supervision of the Commission in the bargaining unit described as:

All full-time and regular part-time employees of Adams County in the departments of Ritzville District Court, Othello District Court, Auditor, Clerk, Prosecutors, Support Staff, Support Enforcement, Superior Court, Building and Planning, Treasurer, Assessors, and Juvenile Probation, excluding elected officials, department heads, confidential employees and all other employees.

4.                  All proceedings were conducted in a manner designed to afford the affected employees a free choice in the selection of their bargaining representative, if any; tallies of the results previously furnished to the parties are attached hereto, and no meritorious objections have been filed with respect to these proceedings.

                                            CONCLUSIONS OF LAW

1.                  The unit described in finding of fact 3 is an appropriate unit for the purpose of collective bargaining within the meaning of RCW 41.56.060.

2.                  All conditions precedent to a certification have been met.

                                                               CERTIFICATION

The employees of Adams County in the appropriate bargaining unit described in finding of fact 3 have chosen

as their representative for the purpose of collective bargaining with their employer.
