STATE OF WASHINGTON

BEFORE THE PUBLIC EMPLOYMENT RELATIONS COMMISSION

In the matter of the petition of:

Washington state Council of County and City employees

Involving certain employees of:

snohomish County

CASE 143127-E-25

DECISION 14195 - PECB

Decision of commission on election objections

Paul Cailotto, the objector.

Michael Rainey, Executive Director, for the Washington State Council of County and City Employees.

Steven J. Bladek and Margaret A. Duncan, Deputy Prosecuting Attorneys, Snohomish County Prosecuting Attorney Jason J. Cummings, for Snohomish County.

On May 8, 2025, the Washington State Council of County and City Employees filed a petition to add unrepresented employees to an existing bargaining unit of supervisors working for Snohomish County. On June 26, 2025, Representation Case Administrator Dario de la Rosa issued an investigation statement. On July 9, 2025, the agency issued a tally of card check. Two employees were eligible. The administrator identified two cards in support of the union and certified the union.

On July 16, 2025, Paul Cailotto, one of the employees proposed to be added to the existing bargaining unit, filed an election objection. No party has opposed the objections. After reviewing the file, the Commission has determined that a card check should not have been undertaken. The Commission vacates the results of the card check issued by the representation case administrator. We remand the case to the executive director to conduct an election.

Order

1.                  The result of the tally of card check conducted in the above-captioned matter is VACATED.

2.                  The case is remanded to the executive director to conduct an election.

ISSUED at Olympia, Washington, this 27th day of August, 2025.
