On April 21, 2025, the Klickitat County Corrections Guild filed a petition with the Public Employment Relations Commission, seeking to decertify the Washington State Council of County and City Employees as the exclusive bargaining representative of employees at Klickitat County. The Public Employment Relations Commission did not certify the bargaining unit, has not clarified the bargaining unit, and it appears the bargaining unit was established through voluntary recognition. Based on the parties’ current collective bargaining agreement, the bargaining unit is described as:

All regular full-time non-commissioned Corrections Officers, Corrections Sergeants, Control Board Operators, Civil and Records Clerks, Criminal Records Technician, and Evidence/ACCESS Technician I and II of the Sheriff’s Office at Klickitat County; excluding Elected Officials and their appointed staff designated as unclassified service per RCW 41.14.070, supervisors, confidential employees, and all other employees.

On April 21, 2025, the Washington State Council of County and City Employees filed a written disclaimer of all representation rights concerning the bargaining unit, effective immediately. Based upon Washington State Council of County and City Employees’ disclaimer, further decertification proceedings are not necessary.

ORDER

Washington State Council of County and City Employees’ request is granted. The Washington State Council of County and City Employees no longer represents the bargaining unit, and the case is closed.
