Findings of Fact

1.                  PROTEC17 filed a representation petition concerning the Administrative Specialist II (Office of Labor Standards) at the City of Seattle. The Public Employment Relations Commission (PERC) determined the petition was timely filed and accompanied by a sufficient showing of interest. No other organization claimed to represent the employees involved.

2.                  The existing bargaining unit, last certified in City of Seattle, Decision 141-A (PECB, 1976), represented by PROTEC17 is described as follows:

Included: All clerical employees classified as: Office Aide; Office Assistant; Administrative Support Assistant; Administrative Specialist I, II & III; Accounting Support Technician; Accounting Technician I, II & III: in the following departments of the City of Seattle, Washington: Building, Community Development, Engineering, Fire, Lighting, General Services, Parks & Recreation, Human Resources, Water, Licenses & Consumer Affairs, Board of Public Works, Public Health, Seattle Center.

Excluded: clerical employees of all other City of Seattle departments.

3.                  Because the more than 50 percent showing of interest threshold was met, PERC conducted card check proceedings. The employees were given a free choice in the proceedings. The tally of results was provided to the parties. No meritorious election objections were filed.

4.                  The existing bargaining unit represented by PROTEC17 shall be modified to include the Administrative Specialist II (Office of Labor Standards) for a bargaining unit described as follows:

All full-time and regular part-time employees working in the Finance and Administrative Services, City Light, Department of Planning and Development, Department of Transportation, Fire, Office of Housing, Human Services, Office of Civil Rights, Neighborhoods, Parks and Recreation, Police, Retirement System, Seattle Center, Seattle Public Utilities, Office of Economic Development, or Office of Labor Standards at the City of Seattle in the following job classes: Finance and Accounting Support Assistant; Accounting Technician I; Accounting Technician II; Accounting Technician III; Accounting Technician, Supervisor; Administrative Specialist I; Administrative Specialist II; Administrative Specialist III; Administrative Support Assistant; Administrative Support, Supervisor; Admissions Personnel Dispatcher; Cashier; Customer Service Representative; Customer Service Representative, Senior; Customer Service Representative, Trainer; Electrical Sales Order Processor; Identification Data Specialist; Information and Referral Specialist; Office Aide Office Assistant; Office Equipment Operator; Parks Special Events Scheduler; Parks Special Events Scheduler, Senior; Police Data Technician; Police Data Technician, Senior; Police Data Technician, Supervisor; Police Data Technician Trainee; Retirement Specialist, Assistant; Training and Education Coordinator, Assistant (Fire Department only); Utility Account Representative I; Utility Account Representative II; Utility Account Representative Trainee. Excluding supervisors, confidential employees, and all other employees.

Conclusions of Law

1.                  The unit described in finding of fact 4 is an appropriate unit within the meaning of RCW 41.56.060.

2.                  Representation proceedings were conducted in accordance with RCW 41.56.095 and chapter 391‑25 WAC.
