CASE 135998-E-22 DECISION 13597 - PECB ORDER WITHDRAWING |
Shyla Hill, Representative, for the Southeast Washington Telecommunicators Guild.
Lacey Paulsen, Human Resources Manager, for the City of Richland.
The Southeast Washington Telecommunicators Guild represents a bargaining unit of employees at the City of Richland. The Public Employment Relations Commission did not certify the bargaining unit, has not clarified the bargaining unit, and it appears the bargaining unit was established through voluntary recognition. Based on the parties’ current collective bargaining agreement, the bargaining unit is described as:
All regularly employed full-time and part-time employees in the Emergency Communications Dispatchers and Lead Emergency Communications Dispatcher/Certified Training Officer job classes, excluding supervisors, confidential employees, and all other employees of the employer.
On October 31, 2022, the union filed a written disclaimer of all representation rights concerning the nonsupervisory dispatchers bargaining unit, effective immediately.
ORDER
Southeast Washington Telecommunicators Guild’s request is granted. The Southeast Washington Telecommunicators Guild no longer represents the bargaining unit.
ISSUED at Olympia, Washington, this 18th day of November, 2022.
