City of Blaine, Decision 13310 (PECB, 2021)

STATE OF WASHINGTON

BEFORE THE PUBLIC EMPLOYMENT RELATIONS COMMISSION

In the matter of the petition of:

INTERNATIONAL BROTHERHOOD OF ELECTRICAL WORKERS LOCAL 77

Involving certain employees of:

CITY OF BLAINE

CASE 133255-E-20

DECISION 13310 - PECB

CERTIFICATION
by Card Check

Sara Langus, Organizer, for the International Brotherhood of Electrical Workers Local 77.

Michael Jones, City Manager, for the City of Blaine.

Findings of Fact

1.                  The International Brotherhood of Electrical Workers Local 77 filed a representation petition concerning employees of the City of Blaine. The Public Employment Relations Commission (PERC) determined the petition was timely filed and accompanied by a sufficient showing of interest. No other organization claimed to represent the employees involved.

2.                  The bargaining unit is described as follows:

All employees in the following classifications: Operations Foreman, Journeyman Lineman, Lead Linemen, Linemen Apprentice, Line Helper, Linemen, Cable Splicer, Cable Splicer Apprentice, Cable Splicer Helper, Cable Splicer Foreman, Lead Cable Splicer, Journeymen Cable Splicer, working at the City of Blaine, excluding supervisors, confidential employees, and all other employees.

3.                  Because the more than 50 percent showing of interest threshold was met, PERC conducted card check proceedings. The employees were given a free choice in the proceedings. The tally of results was provided to the parties. No meritorious election objections were filed.

Conclusions of Law

1.                  The unit described in finding of fact 2 is an appropriate unit within the meaning of RCW 41.56.060.
