On December 30, 2020, the International Association of Fire Fighters Local 452 (Local 452) and International Association of Fire Fighters Local 1805 (Local 1805) filed a unit clarification petition requesting to amend an existing bargaining unit certification to reflect the exclusive bargaining representative’s merger and name change of Local 452 and Local 1805. The request is granted.

Local 1805 represents advanced emergency medical technicians and paramedics at North Country Emergency Medical Service. North Country Emergency Medical Service, Decision 12625-A (PECB, 2016). Recently Local 452 and Local 1805 have agreed to merge and change the bargaining representative’s name from Local 1805 to Local 452.

A party may file a petition to amend an existing certification. The Executive Director may amend the certification if the purpose of the amendment is to reflect a name change of the labor organization, the bargaining unit is not affected by the change, and there are no questions concerning representation. WAC 391-35-085. The union’s petition merely seeks to amend the existing certification to accurately reflect the change of name. The bargaining unit’s composition has not been altered, and the petition does not include a question concerning representation.

ORDER

 

1.      The bargaining unit was certified in North Country Emergency Medical Service, Decision 12625-A (PECB, 2016) and is described as:

 

All full-time and regular part-time advanced emergency medical technicians and paramedics as defined by RCW 18.71.200 employed by North Country Emergency Medical Service, excluding supervisors, confidential employees, and all other employees.

The certification is amended to reflect that the certified bargaining representative has changed its name to the International Association of Fire Fighters Local 452.

 

The amendment to the certification issued in this proceeding does not give rise to a new “certification bar” year under RCW 41.56.070 or WAC 391-25-030(2).
