CASE 132974-E-20

DECISION 13253 - PECB

CERTIFICATION
Self-Determination by Card Check

Sarah Bright, Organizer, for the Service Employees International Union Local 925.

Curtis M. Leonard, Attorney at Law, Pacifica Law Group, for the Lake Washington School District.

Findings of Fact

1.                  The Service Employees International Union Local 925 filed a representation petition concerning the Campus Security Monitors at the Lake Washington School District. The Public Employment Relations Commission (PERC) determined the petition was timely filed and accompanied by a sufficient showing of interest. No other organization claimed to represent the employees involved.

2.                  The existing bargaining unit, last certified in Lake Washington School District, Decision 7670 (PECB, 2002) represented by the Service Employees International Union Local 925 is described as follows:

All full-time and regular part-time head start and ready start employees of the Lake Washington School District, excluding supervisors, confidential employees, and all other employees.

3.                  Because the more than 50 percent showing of interest threshold was met, PERC conducted card check proceedings. The employees were given a free choice in the proceedings. The tally of results was provided to the parties. No meritorious election objections have been filed.

4.                  The existing bargaining unit represented by the Service Employees International Union Local 925 shall be modified to include the Campus Security Monitors for a bargaining unit described as follows:

All full-time and regular part-time Instructional, Assistants, Clerical Assistants, Extended Day Instructional Assistants, Head Start and Ready Start Lead Teachers, Head Start Assistant Teachers, Family Support Specialists, Technical Support Specialists, and Campus Security Monitors employed by the Lake Washington School District, excluding confidential employees, supervisors, certificated employees, and all other employees of the District.

Conclusions of Law

1.                  The unit described in finding of fact 4 is an appropriate unit within the meaning of RCW 41.56.060.

2.                  Representation proceedings were conducted in accordance with RCW 41.56.060 and chapter 391‑25 WAC.
