FINAL CERTIFICATION

On November 29, 2016, the Washington Federation of State Employees filed a representation petition with the Public Employment Relations Commission involving certain employees of Washington State Department of Social and Health Services. As a result of preliminary processing of the petition, the Commission determined the question concerning representation and reserved the issues concerning the eligibility of certain employees for inclusion in the bargaining unit for a subsequent determination. The tally indicated that Washington Federation of State Employees was entitled to certification in the matter and that the reserved eligibility issues were not of a sufficient number to affect the outcome of the proceedings.

 

An interim certification was issued in this matter, State – Social and Health Services, Decision 12677 (PSRA, 2017), for a bargaining unit described as:

 

All supervisory civil service employees of the Department of Social and Health Services in the following divisions/units: (1) DSHS Office of Appeals; (2) Economic Services Administration; (3) Aging and Adult Services Administration; (4) Children’s Administration; (5) Medical Assistance Administration; (6) Division of Fraud Investigations; and (7) Financial Services Administration, (8) Alcohol and Substance Abuse Division; (9) Information Systems Services Division; (10) Management Services Fiscal Office, excluding confidential employees, internal auditors, nonsupervisors, supervisory Washington Management Service employees (on and after July 1, 2004), and employees included in any other bargaining unit.

 

The proceeding was held open to resolve the eligibility disputes previously framed by the parties.

 

Prior to issuance of a decision on the eligibility issues, the parties resolved their differences. It therefore appears that all issues that could properly be addressed in this representation proceeding have been resolved and that no further proceedings are necessary.

 

                                                                       ORDER

 

1.         The interim certification issued in this matter will stand as the final certification in this representation proceeding.

 

2.         The above-captioned matter is CLOSED.
