Representation Election

by Agreement of Parties

 

 

Christopher J. Casillas, Attorney at Law, Cline and Casillas, for the Sheriff’s Support Services Guild.

 

Mickiel “Archie” Smith, Human Resources Administrator, for Lewis County.

 

Bill Keenan, Director of Organizing, for the Washington State Council of County and City Employees.

 

                                                            FINDINGS OF FACT

 

1.                  The Sheriff’s Support Services Guild filed with the Public Employment Relations Commission a petition concerning representation of employees of Lewis County.  The petition was timely filed and accompanied by a showing of interest administratively determined by the Commission to be sufficient.

 

2.                  The Washington State Council of County and City Employees is the incumbent labor organization that represented the petitioned‑for employees and was granted status as intervenor in these proceedings.

 

3.                  These representation proceedings were conducted under the supervision of the Commission in the bargaining unit described as:

 

All full-time and regular part-time noncommissioned employees in the Support Technician I and II, Accountant, and Support Supervisor/DEM Planner job classes working in the Department of Emergency Management of the Lewis County Sheriff’s Office, excluding supervisors, confidential employees, and all other employees.

 

4.                  All proceedings were conducted in a manner designed to afford the affected employees a free choice in the selection of their bargaining representative, if any; a tally of the results previously furnished to the parties is attached hereto; and no meritorious objections have been filed with respect to these proceedings.

 

                                           CONCLUSIONS OF LAW

 

1.                  The unit described in Finding of Fact 3 is an appropriate unit for the purpose of collective bargaining within the meaning of RCW 41.56.060.

 

2.                  All conditions precedent to a certification have been met.

 

                                                               CERTIFICATION

 

The employees of Lewis County in the appropriate bargaining unit described in Finding of Fact 3 have chosen

 

                                          SHERIFF’S SUPPORT SERVICES GUILD

 

as their representative for the purpose of collective bargaining with their employer.
