FINDINGS OF FACT

 

1.                  The International Brotherhood of Electrical Workers, Local 125 filed with the Public Employment Relations Commission a petition concerning representation of the employees in the Customer Field Representative, Field Service Auditor, and Meter Reader job classes in the Field Services Division at Clark Public Utilities.  The petition was timely filed and accompanied by a showing of interest administratively determined by the Commission to be sufficient.

 

2.                  All proceedings were conducted under the supervision of the Commission in a manner designed to afford the affected employees a free choice in the selection of their bargaining representative; a confidential cross-check of employer and union documents has been conducted by Commission staff and a tally of the results previously furnished to the parties is attached hereto; and no meritorious objections have been filed with respect to these proceedings.

 

3.                  The existing bargaining unit represented by the International Brotherhood of Electrical Workers, Local 125 shall be modified to include the Customer Field Representative, Field Service Auditor, and Meter Reader job classes in the Field Services Division for a bargaining unit described as:

 

            All employees working with tools, equipment, or materials in the Public Utility District of Clark County, stores, shops, electrical distribution or electrical construction, power production, transmission, and Water Utility, including  Foreman, Heavy Equipment Operator, Journeyman Lineman, Apprentice Lineman, Line/Transformer Shop Mechanic, Serviceman, Substation Inspector, Apprentice Trainee, Underground Locator, Working Foreman, and Substation Working Foreman job classes employed by Clark Public Utilities and including the following job classes in the following departments:

 

            METER RELAY: Journeyman Meter Technician, Apprentice Meter Technician, Technical Services Expediter, Meter Techs Hired After 08/05/04, Journeyman Meter Technician, Apprentice Meter Technician, Technical Services Expediter, Protection & Control Working Foreman, Protection & Control Technician, Protection & Control Technician Trainee I, Protection & Control Technician Trainee II, Protection & Control Technician Trainee III, Protection & Control Technician Trainee IV; WAREHOUSE: Storekeeper; WATER: Water Working Foreman, Water System Operator, Water Service Technician, Water Service Trainee, Water Facilities Technician Electrical; APPLIANCE REPAIR: Appliance Repair Technician, Appliance Repair Tech Trainee, Heat Pump Technician, Heat Pump Tech Trainee, Appliance Repair Expediter; DISPATCHING: Service Dispatcher, Service Dispatcher Trainee; FACILITIES MAINTENANCE: Facilities Technician, Grounds Facilitator, Facilities Worker; FLEET MAINTENANCE: Fleet Working Foreman, Journeyman Utility Mechanic, Apprentice Utility Mechanic, Garage Partsman; GENERAL: Utility Helper, Flagger/Linehelper; FIELD SERVICES: Customer Field Representative, Field Service Auditor, and Meter Reader;

 

EXCLUDING supervisors, office and clerical employees, engineering employees, Waste Water Utility employees, confidential employees, and all other employees.

 

                                           CONCLUSIONS OF LAW

 

1.                  The unit described in paragraph 3 of the foregoing Findings of Fact is an appropriate unit for the purpose of collective bargaining within the meaning of RCW 41.56.060.

 

2.                  All conditions precedent to a certification have been met.

 

NOW, THEREFORE, it is

 

CERTIFIED

 

The Customer Field Representative, Field Service Auditor, and Meter Reader job classes in the Field Services Division at Clark Public Utilities have chosen:

INTERNATIONAL BROTHERHOOD OF ELECTRICAL WORKERS, LOCAL 125

 

as their representative for the purpose of collective bargaining with their employer.
